In the Dnipro regional clinical hospital named after Mechnikov, Serhiy Trotsko, a convict who was beaten in a pre-trial detention center earlier, died . This was stated by the Commissioner of the Verkhovna Rada of Ukraine for Human Rights Dmytro Lubinets, reports UNN.

On December 10, Serhiy Trotsko, a convict who was first beaten in one of the detention centers, and later, his serious injury was concealed and he was not provided with proper treatment, died. This is the result of the inaction of the Ministry of Justice of Ukraine and its failure to respond to human rights violations in places of detention.
According to him, earlier, during a visit to Sofiyivka Correctional Colony #45, a group of NPMs consisting of employees of the Ombudsman's Office and the public found Serhiy Trotsky in the neurological department of Sofiyivka Multidisciplinary Hospital #45.
The man was in serious condition there. The monitors were unable to communicate with the man - even then, Serhiy was unable to speak due to his health condition. The patient had deformities of the skull bones, speech impairment, and lack of vision in one eye. The Ombudsman emphasized that the convict could not even take care of himself and walk.
At the same time, the doctors did not provide any information about how the man received his brain injury. There were also no records of this in the medical records.
We opened proceedings on the fact of human rights violations and sent a notice to the National Police of Ukraine to enter information about possible criminal offenses committed by employees of the Sofiyivka Multidisciplinary Hospital into the URPI. Serhiy was a convict and the state, namely specialized institutions, was responsible for his life and health. Therefore, this situation requires a thorough investigation.
Clarification
According to the Kharkiv Human Rights Group, Serhiy was sentenced to four years and three months in prison and served his sentence in the Kropyvnytskyi Correctional Colony (No. 6).
There he received another sentence for allegedly trying to escape from prison. It is also known from the verdict that Trotsky pleaded guilty and made a deal with the prosecutor, and was sentenced to three years and one month in prison.
Human rights activists said that after that, in one of the cells of the institution's pre-trial detention center, the men were severely beaten by colony staff.
After this beating, Serhiy was left with a dent on his temple the size of a man's boot heel. Then they began to conceal this head injury in every possible way, otherwise the question would arise as to who inflicted it and under what circumstances. Trotsky was transferred to the Mykolaiv region, to the Kazan Correctional Colony (No. 93). But because no one treated his brain injury, Trotsky became ill and was taken to Dnipro Multidisciplinary Hospital No. 4. Then came the second group of disability, and as a disabled person, Serhiy was transferred to the Sofiyivka Correctional Colony (№45)"
Addendum
Lubinets claims the medical system of the Ministry of Justice is simply killing people. Lubinets emphasized that his team systematically visits places of detention and reveals human rights violations there, including the right to medical care.
At the same time , all attempts to influence the provision of medical care in the penitentiary institutions of the Ministry of Justice, as well as our acts of response to eliminate violations in the provision of medical care, remain unanswered.
