The head of the Vinnytsia regional military administration, Serhiy Borzov, signed the region's budget for 2024 without submitting it to the regional council. This possibility is provided for by law. However, the reason for this step may be the unconstructive position of the majority in the Vinnytsia Regional Council, which is controlled by the former Prime Minister's party, the Ukrainian Strategy of Groysman (USG). This was reported by the local edition "Political Arena of Vinnytsia Region", according to UNN.

The right to approve the budget under martial law is granted to the heads of the regional executive authorities by the Cabinet of Ministers' Resolution No. 252 of March 11, 2022.
"Thus, it is understood that if the LEA and the regional council work in close communication and cooperate on most issues, the possibility of joint work on the budget is not excluded. Especially in the rear of Vinnytsia region," notes "Political Arena of Vinnytsia Region."
At the same time, he states that the Vinnytsia Regional Council, which is controlled by deputies from Groysman's party, is not inclined to constructive cooperation. In particular, it refers to the scandal with the unilateral and unannounced dismissal and appointment of Vyacheslav Sokolov as the head of the regional council, who also represents the USG of chief physicians of some medical institutions. The ugly story of drunken rallies during the curfew of one deputy, to which the leadership of the regional council did not react in any way. Constant and intrusive advertising of an incomprehensible structure - the "Interregional Humanitarian Headquarters" (IHH), carried out by the head of the regional council and his press service.
"Where are the guarantees that the deputies of the regional council, having the opportunity to influence the budgetary processes, will not do the same as their colleagues from the Vinnytsia City Council, who spend taxpayers' money on advertising the same IHH and politicians associated with it? There is no such guarantee. Nor is there any reaction from the regional council leadership to previous scandals. Therefore, choosing between the options of consulting with the deputies of the regional council or not, the head of the DIA Serhiy Borzov quite consciously and within the framework of the law chose the option "No," concludes "Political Arena of Vinnytsia Region."
