Suboptimal schedule and long queues: The Ministry of Health has completed the inspection of the MCC in Kyiv

The Ministry of Health has completed an inspection of military medical commissions in Kyiv and provided recommendations for optimizing the further work of the MMCs. This was reported by UNN with reference to the statement of the Ministry of Health.

Pursuant to the decisions of the National Security and Defense Council and the order of the Ministry of Health of March 1, 2024, No. 354, the work of 10 freelance military medical commissions at the territorial centers of recruitment and social support in Kyiv was checked

Inspections were conducted on the organization of the work of the MECs, compliance with the requirements of the Medical Guarantee Program package and the Ministry of Defense Order No. 402 "On Approval of the Regulation on Military Medical Examination in the Armed Forces of Ukraine".

The work identified a number of issues that need to be addressed to improve the work of the HLC:

  • queues of persons liable for military service continue to be observed. In some of the MECs, registration is organized only for the first visit, then the queue is managed on a first-come, first-served basis; 
  • the work schedule of the commissions is not optimal - mostly from 8.00-9.00 to 14.30-16.00 on weekdays;
  • there have been cases of referrals for further examination issued by a doctor who decides on his own, without the approval of the head of the MLC;
  • doctors who have recently been working in the MECs have difficulties in establishing certain diagnoses for persons liable for military service;
  • In some cases, due to the lack of experience of the commission members, there are shortcomings in the documentation; there are cases when expert documents contain clinical diagnoses rather than expert ones;
  • a large number of paper documents remain with the transfer of the same information from document to document;
  • inconsistencies in the work standards of specialists were identified: simultaneous examination of persons liable for military service in a common office (surgeon, dermatologist, ophthalmologist); 
  • many commissions simultaneously examine conscripts and persons liable for military service, which causes an additional burden.

It is noted that recommendations for optimizing the further work of the MEC were sent to the Kyiv City Military Administration, territorial centers for recruitment and social support, and medical institutions.

In particular, the Kyiv City Military Administration together with the territorial centers of recruitment and social support:

  • Evaluate the workload of the MEC and, if necessary, identify additional healthcare facilities to conduct medical examinations of persons liable for military service or extend the MEC's work schedule.
  • The Ministry will continue to monitor the validity of referrals of persons liable for military service for examination and cases of delayed preliminary medical examinations. The average period for passing the VLC is 2-3 days, so special attention will be paid to the work of commissions that systematically fail to comply with it.

The organization of the work of the MECs, including the quality of medical examinations and the timing of their completion, will be under constant state control. Inspection of the commissions' work will continue in other areas

The Ministry of Health also called on citizens to report violations during the preliminary medical examination in civilian medical institutions by phone: 0 800 60 20 19.
