"As North Korean troops join Russia's war against Ukraine, European Commission Vice-President Josep Borrell has pledged an "appropriate response" to Pyongyang's "unilateral hostile act," the publication writes.
The EU High Representative for Foreign Policy visits Tokyo on Friday for meetings with Japanese Foreign Minister Takeshi Iwai and Defense Minister Gen Nakatani. Next week, Borrell travels to Seoul for security talks with senior officials.

A senior official in the South Korean presidential office shared an estimate by South Korean and allied intelligence that at least 11,000 North Korean troops have been sent to Russia, some of them to the western region of Russia near the border with Ukraine.
