According to the investigation, the group included a deputy of the Kharkiv District Council, the head of one of the district administrations of the Kharkiv City Council, who is also a deputy of the Kharkiv City Council, and the former chief of staff of the Kharkiv Regional Military Administration.

They involved volunteers and officials of one of the charitable organizations in their illegal activities and directed their actions.

Each member of the group played a different role. A deputy of the Kharkiv district council, who was also the head of one of the charitable organizations, developed a mechanism for transferring men abroad. On behalf of this charitable organization, their data was entered into the Shlyakh system.

Between 2022 and 2023, members of the organized group sent letters of request to the Kharkiv Regional Military Administration on behalf of the charitable organization, asking for permission to cross the state border of Ukraine for "volunteers". The Kharkiv RMA gave its approval.

Subsequently, the men's data was entered into the Shlyakh system. Thus, representatives of this charitable organization crossed the state border of Ukraine.

The investigation has identified 19 "volunteers" who crossed the border in 2022-2023 and have not returned to Ukraine. The cost of such services was about UAH 60,000.
