The DIU notes that the Kremlin is focusing on reducing financial assistance to Ukraine from partner states.

In order to "attract" former supporters of russia among Ukrainians again, Moscow's "strategists" emphasize the need to present "an image of the future for Ukrainians under different scenarios." The Kremlin does not specify what exactly it means, but emphasizes that the problem inside Ukraine can be solved in favor of russia only by "a radical change of elites and village purges

 At the same time, the GUR reports that the Muscovites believe that a long war in Ukraine, given the current configuration of global forces, could lead to destabilization within russia itself.
