The head and chief engineer of Kyivavtoshlyakhmist are suspected of negligence, which led to losses of more than UAH 3.5 million due to the use of unauthorized materials and works in the execution of contracts for the repair of bridges and interchanges.

The head and chief engineer of Kyivavtoshlyakhmist have been served with a notice of suspicion of official negligence, which led to an overpayment of UAH 3.5 million during the repair of Kyiv bridges and interchanges, the Kyiv City Prosecutor's Office said on Tuesday, UNN reports.

According to the prosecutor's office, the former acting director (currently holding the position of director) and the chief engineer of Kyivavtoshlyakhmist were served with a notice of suspicion on the fact of official negligence that caused grave consequences (Part 2 of Article 367 of the Criminal Code of Ukraine).

The investigation established that in 2022, Kyivavtoshlyakhmist and a private enterprise entered into a contract for emergency and restoration work to replace waterproofing on the North and South Bridges, as well as on overpasses and traffic interchanges in Kyiv.

According to the prosecutor's office, later, the then acting director of the municipal enterprise "did not check the compliance of the work performed with the estimate documentation," therefore: 

  • during the performance of the work, the contractor "used materials not provided for by the contract and tender documents, which led to a rise in the cost of the project";
  • the acts of acceptance of completed construction works "included additional works that were not provided for in the estimate and contract, which also led to additional costs".

"At the same time, the official signed certificates on the cost of construction works and payment orders. The chief engineer, in turn, signed certificates of acceptance for the construction work performed, on the basis of which budget funds were transferred to the accounts of the private company. As a result of these actions, the capital's community suffered losses of more than UAH 3.5 million," the prosecutor's office said.

At present, the officials have been served a notice of suspicion and the issue of choosing a measure of restraint is being decided.

The investigation is ongoing. Law enforcers will reportedly provide a legal assessment of the actions of the contractor's employees.
