The President received three petitions asking him to abandon the eSupport program to pay UAH 1,000 to each Ukrainian. The authors propose to allocate the funds to the army and rehabilitation of veterans.

President of Ukraine Volodymyr Zelenskyy has been approached with petitions to refuse to implement the new program eSupport to provide UAH 1000 per person, UNN reports.

The petition #22/236288-ep to cancel the new program has 133 votes out of 25,000 required as of 17:20.

The author of the petition believes that the issuance of this 1000 UAH is planned in violation of Article 24 of the Constitution of Ukraine, as it will be issued based on property status, namely only to those who have an expensive mobile phone.

"I ask you, Mr. Zelensky, to remember that the President of Ukraine should be the guarantor of the Constitution, not violate it... Stop discriminating, as you did with the 1000 UAH coupon: a wealthy person with an expensive phone received it, but a poor person (without an expensive phone) did not," the author of the petition said .

The author of the petition #22/236158-ep calls to abandon the new program eSupport to provide UAH 1000 per person to fund rehabilitation programs for war veterans.

"Dear Mr. President of Ukraine, Volodymyr Zelenskyy! I am writing to you with a request to consider a petition to redirect funding from the ePromotion program in the amount of UAH 1000 per person to rehabilitation programs for war veterans. In difficult times for our country, the decision to disburse funds under the ePerformance program may not be so appropriate due to its questionable effectiveness. I propose to allocate these funds to finance rehabilitation activities for war veterans, which will help more people return to a full life," the author calls.

As of 5:25 p.m., 408 votes out of 25,000 required have been collected.

There is also a third petition to the President from a pensioner. According to Lidiya Ivanovna , it is inappropriate to use budget money to pay 1000 hryvnias to help Ukrainian citizens.

Lidiya Ivanovna noted that she receives a pension including age-related allowances (born in 1945) of UAH 3,395.

"You have taken the initiative to pay all citizens of Ukraine a 1000 hryvnia allowance. Even with my paltry pension, I  believe that this money should be spent on Ukraine's defense capabilities. The money that is planned to be paid can be used to make 500 to 1000 palyanyk drone missiles. And this is exactly what Ukrainians need now," the petitioner emphasized.

According to Lidiya Ivanovna, paying 1000 hryvnias separately will not help anyone, but it will help everyone in the defense of Ukraine.

"I am asking you to cancel the decision to pay this money while there is a full-scale war going on and to direct it to the production of weapons necessary for Ukraine's victory," Lidiya Ivanovna says.

Context

On October 25, President Volodymyr Zelenskyy instructed the Cabinet of Ministers to introduce a new support program for Ukrainians starting December 1, under which they will be able to receive one thousand hryvnias per family member.

First Deputy Minister of Economy of Ukraine Oleksiy Sobolev said that Ukrainians will receive UAH 1,000 per person, regardless of age or social status. These funds can be used during the winter months of December, January and February.

The money will be transferred to a virtual National Cashback card that can be opened through the Diia app. Sobolev clarifiedthat the funds will be "labeled," meaning that there is a limited list of areas where they can be spent.

Prime Minister Denys Shmyhal statedthat the  government is preparing a "comprehensive winter support package" for Ukrainian families, in addition to the UAH 1000 under the winter eSupport program, the "Affordable Medicines" program will be expanded and winter subsidies will be preserved.
