President Zelenskyy signs a law reforming the judicial appointment system, a step toward EU-recommended reforms related to receiving €18 billion in aid.

President of Ukraine Volodymyr Zelenskyy has signed Bill No. 10140-d on improving judicial career procedures. This was reported by UNN with reference to the bill's card on the Verkhovna Rada website.

Details

This draft law was a recommendation of the European Commission and one of the conditions of the Memorandum of Understanding between Ukraine and the EU on receiving macro-financial assistance worth €18 billion.

Earlier, on December 9, this document was supported in the second reading by 244 MPs. 

Addendum

This draft law is supposed to simplify and speed up the selection of first instance courts by canceling some stages of selection and re-examination of candidates. It also shortens the training process for future judges.

Since not all candidates will have to pass it, this will allow us to fill vacant seats quickly and save money on training for those who will not work as judges.

The law stipulates that the High Qualification Commission of Judges of Ukraine will be obliged to publish the results of roll-call voting, and the level of importance of the interview in the selection procedure will increase.

According to the novelties, judges from liquidated and reorganized courts will not be able to be transferred to another court without completing a qualification assessment.

Recall

Ukrainian President Zelenskyy signed a law criminalizing smugglingand imposing fines and imprisonment depending on the value of smuggled goods, which will come into effect in July 2024.

The law is part of the requirements for receiving macro-financial assistance from the EU.
