The Verkhovna Rada, after failing to vote in the second reading on the draft law on fines for curfew violations, plans to consider it again in the coming days. For the second reading, MPs slightly reduced fines for businesses for violating curfews and the special light camouflage regime. This is reported by UNN with reference to the draft agenda of the Verkhovna Rada meeting and draft law No. 10195.
Details
According to the draft law, violation of the ban on staying on the streets and in other public places during the curfew period without specially issued passes or certificates will result in a fine of UAH 1700 to 3400.
For repeated violations within a year, the fine will range from UAH 3,400 to UAH 6,800.
It is also planned to impose fines on businesses for violating the curfew and the special light camouflage regime. The fine will range from UAH 17,000 to UAH 51,000, and for repeated violations - from UAH 51,000 to UAH 102,000.
However, there are exceptions when fines will not be applied. For example, if citizens are heading from or to a shelter in connection with an air raid alert, provide medical care or accompany wounded or seriously ill people, carry out evacuation measures or property rescue, and in other cases involving a threat to the life or health of citizens.
Also, fines will not be imposed on state-owned enterprises that are recognized as critical to the functioning of the economy and the livelihoods of the population.

Draft law No. 10195 was introduced in October last year. The version for the first reading had slightly higher fines.
Thus, citizens will be fined from UAH 8,500 to UAH 17,000 for violating the curfew.
Business entities will be fined for violation of the work schedule and light camouflage in the amount of UAH 51 thousand to UAH 102 thousand.
For the second reading, fines for citizens were reduced, but for businesses, on the contrary, they were increased. For example, fines for violation of the curfew and special light camouflage regime ranged from UAH 51 thousand to UAH 102 thousand, and for repeated violations - from UAH 170 thousand to UAH 340 thousand.
However, on January 16, the Rada failed to pass the bill and sent it back for a second vote.
