Ukraine proposes to introduce an additional tax on Russian gas and oil to cover losses after the victory

After the victory, Ukraine proposes that its international partners introduce additional special taxation of Russian oil, gas, diamonds, and all other raw materials to cover the damage caused by the aggressor.

This was stated by Prime Minister Denys Shmyhal during a telethon, according to a correspondent of UNN.  

We have put on the negotiating table a proposal to introduce in the future, after our victory, additional special taxation of Russian oil, gas, diamonds and all other raw materials and Russian exports in order to provide an additional source of compensation for Ukraine for all the losses and damages that Russia is causing during its barbaric war

- Shmyhal said. 

In addition, he said that Ukraine insists that all sovereign assets of the Russian Federation in the amount of about $300 billion should be confiscated and transferred to Ukraine to restore and cover Ukrainian needs, including military and budgetary ones, if necessary.

Of course, the discussion is extremely difficult. There is no international legal framework. Today, there is no political unity, but we are working and insisting. We have made several proposals to create an international compensation instrument consisting of an international fund, an international register of losses, and an international compensation commission

- Shmyhal said.

 According to him, they are also discussing a proposal by British Foreign Secretary Cameron to use Russia's frozen assets as collateral so that Ukraine can issue its Eurobonds against this collateral and receive budgetary funding.

This is also an acceptable way for us, because this pledge will be perpetual, interest-free and we will be able to raise the same funds, but formally it will not be a confiscation of assets, but an endless pledge until Russia reimburses these funds. Therefore, such legal options are on the table. We continue discussions with the EU and the US

- Shmyhal said.

He noted that the EU's first step to transfer the proceeds of frozen Russian assets to Ukraine's needs is only the first step.
