- the increase in the number of military personnel in the Russian armed forces is being implemented in stages at the expense of citizens who wish to serve under contract;

the increase in the number of personnel is due to the growing threats to Russia associated with the war in Ukraine and NATO expansion.

Shoigu noted that the additional increase in the number of soldiers and the size of the Russian Armed Forces is  allegedly a reaction to "NATO's aggressive activities."

"There are no plans to significantly increase conscription for regular military service, no mobilization is envisaged," the Russian Defense Ministry added.
