Finland opens courses on the application of sanctions against Russia

The Finnish Ministry of Foreign Affairs has launched an online course on international sanctions, including those against Russia, open to all, to increase Finns' knowledge of this instrument. This was reported by the press service of the Ministry of Foreign Affairs of Finland, according to UNN.

Effective application of sanctions requires an understanding of sanctions and their application. To expand Finns' knowledge of sanctions, the Ministry of Foreign Affairs has published an online course for everyone. The course covers the main aspects of sanctions that are repeated in all sanctions systems, as well as the specifics of sanctions against Russia,

The course covers the basics of sanctions and how to comply with them. Many fundamental issues, such as the concepts of funds and economic resources, freezing of funds, principles of export and import bans, are repeated in different sanctions regimes.

The course uses examples to illustrate the sanctions rules, especially those related to the broad sanctions against Russia. The training includes a special section on detecting sanctions circumvention, as well as practical due diligence guidance for companies and authorities.

The EU sanctions against Russia are unprecedentedly broad, which creates challenges for many operators in the practical application of sanctions. From the perspective of the effectiveness of sanctions, it is crucial that both companies and authorities know how to apply them. I hope that the introductory course on sanctions will help operators to apply sanctions correctly,

The course lasts several hours and there is an opportunity to receive a certificate of completion. The project "Pakotteiden peruskurssi" ("Introduction to Sanctions") is conducted by the Finnish Institute of Public Administration HAUS at the request of the Ministry of Foreign Affairs. The course content is developed with the participation of sanctions experts from the Ministry of Foreign Affairs and other authorities, as well as representatives of trade, industry and business.

To the best of our knowledge, this course is the first public online training on sanctions offered in an EU member state.
